We celebrate World Oral Health Day every year on 12th September to raise awareness of the burden of oral diseases and call for policy action. In the run up to WOHD 2012, the Platform organised the first European Oral Health Summit at the European Parliament, in Brussels, under the auspices of the Cyprus Presidency of the EU, and with the support of MEPs Karin Kadenbach and Cristian Busoi.

우리는 매년 9월 12일 구강병 부담에 대한 인식을 높이고 정책 활동에 대한 고취를 위해서 세계 구강 보건의 날을 축하한다. 이 2012 WOHD 행사 준비기간 동안, 이 연단(Platform)은 브뤼셀(벨기에수도)에서 EU의 키프로스 대통령의 후원 하에 MEPs의 Karin Kadenbach와 Cristian Busoi의 지원과 함께 유럽 의회 (European Parliament)에서 유럽 최초로 구강 보건 정상 회의를 기획하였다.

More than 140 decisionmakers and experts from across Europe attended the summit, with speakers including the European Commission, the Cyprus Presidency of the European Union and some of the leading oral health experts from across Europe, including Prof. David Williams, Prof. Eeva Widstr<&34655>m and Prof. Kenneth Eaton.

전 유럽 각국에서 140여명의 의사결정자들과 전문가들이 이 정상회담을 위해서 참석하였으며, 유럽위원회 (European Commission), 유럽 연합 (EU)의 사이프러스 대통령직과 유럽 전역에서 최고의 구강 보건 전문가의 일부와, David Williams교수, Eeva의 Widstr<&34655>m교수와 Kenneth Eaton 교수 등을 포함하여 정상 회담에 기조 연설자로 참석하였다.

During the Summit, the Platform launched its newly published report on the State of Oral Health in Europe. The report, authored by Dr Reena Patel, Dental Advisor, examined some the key issues relating to oral health:

정상 회의 기간 동안, 플랫폼은 유럽의 구강 보건 기구에서 새로 게시된 보고서를 발표했다. 치과 전문가인 Reena Patel 박사에 의해 작성된 보고서는, 구강 건강에 관한 몇 가지 주요 문제를 검토하였다.

　

● Prevalence and trends of oral diseases in Europe;

유럽에서 구강병의 유병률과 최근 경향

● Assessment of economic impact of oral diseases in Europe;

유럽에 있어서 구강병의 경제적인 영향 평가

● Identification of best practice initiatives in oral health promotion across 　　Europe;

● Development of a set of key recommendations for decision-makers to 　　improve oral health in Europe.

유럽에서 구강 건강을 향상시키기 위해 의사 결정자들을 위한 주요 추천 사항 셋을 개발

　

Presenting the results of the report, Member of the European Parliament Ms. Karin Kadenbach said, “In a time of austerity measures and growing pressure on healthcare budgets, this report is a timely reminder that we have to tackle the persisting disparities in oral health across and within EU countries, with regards to socioeconomic status, age, gender, or indeed general health status.”

이 연구의 결과를 보고하였는데, 보건예산에 있어 압력이 커져가고 또한 긴축재정 시기 속에, 이 보고는 “우리가 사회 경제적 상태, 나이, 성별, 또는 실제로 일반 건강 상태에 관련하여, EU 국가내에서 그리고 전역에 걸쳐 구강 건강의 지속적인 불균형을 알릴 수 있는 적절한 시기라고 상기 시켜준다”고 유럽 의회 (European Parliament)의 멤버인 Karin Kadenbach가 말했다.

Speaking at the Summit, Professor Kenneth Eaton, Chairman of the Platform for Better Oral Health in Europe, called for more policy attention and action on the topic of oral health. “At the EU level, there is currently a lack of understanding about the integral role oral health plays in overall health and well-being,” he said. “On behalf of the Platform for Better Oral Health in Europe, I hope and believe we finally have the adequate tools and procedures in place to work effectively together and foster policy decisions which will benefit the oral health of everyone in Europe in the years to come.”

구강 건강 주제에 대한 더 많은 정책적 관심과 행동을 필요로 하는 유럽에서 좀 더 나은 구강건강을 위해 결성되어진 플랫폼의 의장인 Kenneth Eaton교수가 정상에서 “EU수준에서 일반적 건강과 웰빙에 관련하여 구강건강 활동이 중요한 역할에 대해서는 현재 이해가 다소 부족하다”라며, “더 나은 구강 건강을 위한 플랫폼을 대표하여, 우리는 드디어 효율적으로 함께 활동하고 앞으로 다가오는 몇 년 안에 유럽의 모든 사람들의 구강 건강에 도움이 될 정책적인 결정을 육성한 후 그 장소에 적절한 도구 및 절차를 갖출 수 있기를 바란다”라고 말했다.

Outside the European Parliament, oral health awareness raising activities had been organised to generate interest in Brussels. More than 2000 people received advice and information, together with oral hygiene bags with products to take care of their teeth and more than 50 people were checked in a mobile dental clinic NoviaCura in front of the Parliament on the day by dentists from the Flamish Dental Association, Verbond der Vlaamse Tandartsen vzw. Over half of attendants had dental plaque and over a third had dental cavities. Dentists provided advice on brushing techniques and suggested fast attendance to dental practice for treatment. Only 1/4 of attendants had no oral hygiene problem.

유럽의회(European Parliament)외에 구강건강에 인식을 고취시키는 활동이 브뤼셀에서 관심있게 이어갈 수 있게 조직화 되고 있다. 2000명 이상의 사람들이 그들의 치아를 관리할 수 있는 구강관리용품이 들어 있는 구강위생백을 받고, 또한 구강에 대한 정보와 조언을 들었으며 50명 이상의 사람들은 플래미쉬 치과의사협회(Flamish Dental Association)인 치과의사들로부터 유럽의회 앞에서 구강보건 이동차량(NoviaCura)에서 검진을 받았다. 검사자의 반 이상이 치태가 있었으며, 또한 검사자의 3분의 1이상이 충치가 있었다. 치과의사들은 칫솔질 방법을 조언해주었으며 치과에서 조속하게 치료를 받을 수 있도록 제안하였다. 단지 4분의 1만이 구강건강에 아무런 이상이 없었다.

이와 같이 유럽 보건정책의 문제점 등이 주요한 이슈로 대두되고 있습니다. 유럽의 긴축재정 등으로 국민의 일반적 건강 등이 악화되고 있다는 소식이 전해지면서 국민들이 정부에 대한 불신이 높아지고 있다는 점과 관련하여 구강보건 또한 중요하게 작용을 하고 있습니다. 앞으로 의료 재화는 한정적으로 되어가는 실정에 인간의 수명은 늘어가게 됩니다. 가능하면 국민들이 구강 질병에 노출되지 않도록 하며 구강건강의 수명 연장을 위해서 구강보건교육과 예방교육 활동이 적절이 필요하다고 생각이 듭니다.
